Disadvantaged Business Enterprise Program

A brief history in the Wisconsin DOT.

The DBE program started with the Surface Transportation Act of 1982, which set a national goal of placing at least 10 percent of federal highway and transit funds with persons who qualify as disadvantaged small business operators. A subsequent act in 1987 included women.*

With a program goal to increase participation of firms owned by disadvantaged individuals in all federal aid and state transportation facility contracts, WisDOT invests $600-700 million annually in federal and state dollars for highway, airport and transit projects.*

These funds translate into millions of dollars in transportation-related contracts and project work for DBE firms, and helps to ensure non-discrimination on the basis of race, color, national origin, or gender in the award and administration of DOT-assisted contracts as embodied in the Code of Federal Regulations 49 CFR part 26.*

Upcoming DBE Subcontracting Opportunities

Now accepting quotes for the February 13, 2024 WisDOT Highway Bid Letting.

Mashuda Contractors is considering bidding on the projects indicated below for the upcoming Wisconsin Department of Transportation Highway Bid Letting to be held on Tuesday, February, 2024. As always, we are interested in obtaining quotes from DBE contractors, suppliers, truckers, and consultants on this project. We are also willing to accept quotes in areas that we may be planning to perform ourselves, as required by federal rules.

Should you choose to quote this project, your quote should include all of the costs required to complete the items you propose to perform including labor, equipment, materials, and related bonding or insurance. The quote should also note items that you are DBE certified to perform, tied items, and any special terms. You should also sign and return the accompanying "Attachment A" with your quote so that we can comply with the new deadlines set forth in the updated ASP-3 guidelines.
